NICI Terminology


This is a guide to NICI and other technical terms used in the web site.

TERM

DESCRIPTION
Bandwidth the capacity of communications path or the rate at which information can move between computers. Bandwidth is measured in bits of data per second, and its capacity or rate affects both the quantity and speed of information transmitted.
Broadcasting and media agency organization(s) responsible for the provision of broadcasting and media to the public.
Cable TV subscribers individuals subscribing to a multi-channel television service delivered by co-axial or fibre optic cable.
Cellular network a wireless telephony system that can be used within a certain area
Computer per 100 inhabitants it indicates the estimated PCs per 100 inhabitants.
Facsimile machines estimates of all types of facsimile machines publicly and privately available and connected to the PSTN (Public Switched Telephone Network).
Home satellite dishes/antennas the number of households with access to a multi-channel TV service delivered by satellite.
Internet account an account with an ISP that allows access to the Internet.
Internet host sites the number of computers in the economy directly linked to the worldwide Internet network. Source: Mainly Network Wizards - http://www.nw.com
Internet service provider (ISP) it refers to public and private companies that provide access to the Internet to organisations and individuals, such as web hosting, leased line and dial-up access.
Internet subscribers per 10,000 inhabitants the average number of Internet subscribers per 10,000 people.
Mobile cellular per 100 inhabitants it refers to the weighted average of all cellular phones available for 100 inhabitants. Cellular mobile telephone are portable telephones subscribing to a communication service in which voice or data is transmitted by radio frequencies.
Mobile cellular tariffs it refers to the cost associated with cellular mobile telephone service. Installation refers to connection charges for basic cellular telephone service. Monthly subscription refers to the recurring fixed charge for subscriptions to the Cellular Telephone Network. Local and international calls refer to the cost of a 3-minute call within the same exchange area or abroad using the subscriber’s equipment.
National IT institutions organization(s) responsible for IT and networking in the public sector, and in the academic and research sectors.
NICI policy component
  1. Context or environmental factors: it reviews the environment in which each African country is approaching the task of formulating NICI policy for the ICT sector. It includes major activities to date.
  2. Policy objectives and priorities: it defines the main NICI  policy objectives and priorities  at national level.
  3. Social component: social dimensions (eg. gender) and equity have to be introduced as one of the underlying principles of national NICI policies.
  4. Policy outcomes: it describes the progress that has been made in implementing the NICI policy, and the challenges that need to be addressed.
  5. Partners: it outlines the role of stakeholders, mainly multinational companies, bilateral donors, multilateral and regional institutions in the formulation and implementation of NICI policies and strategies, and in the provision of financial and technical assistance.
NICI policymaking andimplementing bodies information on the leading organizations involved in the formulation and implementation of NICI policies, plans and strategies.
Public telephone per 1000 inhabitants it refers to the weighted average of all types of public telephones including coin- and card operated available for 1000 inhabitants. This is obtained by dividing the number of public payphones by the population and multiplying by 1000.
Radios per 100 inhabitants the number of radio receivers for 100 inhabitants.
Telecentres it refers to premises that encourage and facilitate the provision of telephony and other telecommunication services to the general public. Such services might include basic communication such as voice, fax, e-mail, Internet access, etc.
Telecommunication operator organization(s) responsible for the provision of telecommunications infrastructure and services to the public.
Telecommunication regulator organization (s) responsible for the regulation of the telecommunications sector.
Teledensity the weighted average main lines available for 100 inhabitants. This is obtained by dividing the number of main lines by the population and multiplying by 100. Urban and rural teledensities refer to the percentage of main telephone lines in urban and rural areas respectively.
Telephone tariffs the cost associated with local residential and business telephone service. Installation refers to connection charges for basic telephone service. Monthly subscription refers to the recurring fixed charge for subscriptions to the Public Switched Telephone Network (PSTN). Local and international calls refer to the cost of a 3-minute call within the same exchange area or abroad using the subscriber’s equipment.
Televisions per 100 inhabitants the number of television receivers for 100 inhabitants.
Waiting list for telephone lines the total number of applications for a connection to a main telephone line that could not be met during the current period due to the lack of appropriate technical facilities such as equipment, lines, etc.
