In her address to the 27th ordinary session of the Intergovernmental Authority on Development (IGAD) which opened on 11 June 2008 in Addis Ababa , the Deputy Executive Secretary of the Economic Commission for Africa, Ms. Lalla Ben Barka, stressed the need to look beyond borders and address infrastructure/transport, industry and ICT policies from a regional perspective.
