RESPONSIBILITIES:

This post is located in the Division of Administration, Human Resources Services Section (HRSS). Under the overall direction of the Chief of HRSS and direct supervision of the Chief of Recruitment and Mobility Unit and within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

  • Recruitment and placement of staff on the new Staff Rules, and engagement of consultants and individual contractors;

  • Project and monitor vacant posts in the Commission and ensure adherence to policies and procedures in filling these posts;

  • Oversee preparation of vacancy announcements, review applications and provide short-lists to substantive divisions, and ECA Sub-regional Offices (SROs) for recruitment and mobility of staff, and provide statistical data pertaining to all areas of vacancy management;

  • Maintain rosters of candidates and skills inventory banks to facilitate matching of skills and positions;

  • Arrange and conduct interviews for mobility and selection of candidates and provide management reports with recommendations for implementation;

  • Propose guidelines for promotions, placement and mobility of staff;

  • Serve as ex-officio and/or Secretary to the central review bodies, examinations boards, and prepare and present cases to these bodies;

  • Prepare job offers for successful candidates;

  • Assist in conducting hands-on training programmes related to recruitment and mobility, including on various modules of galaxy/INSPIRA, e-fact sheet updating and various e-processes pertaining to staff administration, and on e-PAS system,

  • Assist in coordinating the implementation of the new Talent Management system in the Commission that integrates the functional areas of strategic work force planning, staffing, staff development and performance management;

  • Serve as key resource on UN staff selection and mobility systems during ECA induction and orientation programmes;

  • Participate in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures;

  • Represent the Organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters;

  • Assist in planning, organizing, developing, coordinating and administering the National Competitive Examinations, G to P Examinations, Language professional examinations and other programmes and tests related to recruitment of professional, general service and other categories of staff;

  • Administration of entitlements: plan, organize, manage and supervise the work of a team dealing with administration of appointments, transfers, assignment, separation, repatriations, entitlements, benefits and allowances, and provide advice on interpretation and application of policies, regulations and rules;

  • Advise and counsel staff in respect of their rights, responsibilities, code of conduct and difficulties associated with work and entitlements.

  • Mediate conflict, and facilitate review of grievances and harassment cases, and monitor, advise and act on disciplinary matters in accordance with established policies and procedures.

  • Assist in providing advice on mobility and career development to staff at all levels in all categories.

  • Provide performance management advice to staff and management;

  • Assist in formulating examination policies, and develop and prepare examination questions and papers,

  • Develop and implement new human resources policies, practices, and procedures relating to entitlements, allowances and benefits, and contractual status of staff, to meet the evolving needs of the Organization as well as assist in the development of systems and tools for enhancing the efficiency and effectiveness of the service delivery.

  • Keep abreast of developments in various areas of human resources;

  • Prepare reports and participate and/or lead special human resources project;

  • Represent the Section in joint staff/management bodies and working groups related to salaries and other conditions of service, and participate in staff/management dialogue to address staff issues;

  • Supervise and monitor the work of junior Human Resources Officers in undertaking the full range of human resource management activities.

 

COMPETENCIES :

Professionalism - Demonstrated in-depth technical knowledge of all aspects of human resources management, in particular on staff selection and mobility; proven analytical capability in the interpretation and application of UN Rules and procedures; In-depth knowledge of IMIS, Galaxy or similar enterprise resource system.

Planning and organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.

Client orientation - Ability to identify clients' needs and appropriate solutions; ability to establish and maintain productive partnerships with clients.

Teamwork - Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, both as a team member and as a team leader.

Communication - Good interpersonal and oral and written communication skills.

QUALIFICATIONS :

Education
Advanced university degree (Masters Degree or equivalent) preferably in human resources management, public or business administration, or in a related field. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Work Experience:
At least 5 years of progressively responsible experience in human resources management is required. Hands-on experience in the key modules of Galaxy system, e-Fact sheet, IMIS or similar ERP systems is an advantage; proven experience in developing and delivering training programmes on staff selection system and conditions of service is required; proven experience in initiating and/or leading HR e-projects development; experience in administering the proceedings of central review bodies would be an advantage. Experience in post management is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English or French is required. Working knowledge of the other language is an advantage.

Other Skills:
Familiarity with human resources databases and e-processes required; good knowledge of the UN HR policies, procedures and practices on recruitment and staff selection system and conditions of service is required. Familiarity with ePAS system highly desirable. Good presentational skills including PowerPoint presentation is required.
