ECONOMIC AFFAIRS OFFICER,
P-3 DUTIES AND RESPONSIBILITIES: Under the general supervision of the Chief of ECAs Southern Africa Sub-Regional Development Centre (SA-SRDC), the incumbent undertakes activities, particularly in the area of food security, to promote sustainable development in Southern Africa. In the context of the work programme of the SA-SRDC, the incumbent will have various responsibilities including: performing regional, sub-regional and national analyses as background studies for advising and assisting governments and other relevant organizations in designing strategies, policies and programmes for food security as it relates to the interrelated areas of population, agriculture and environment; works to promote the use of the Population-Environment-Development-Agriculture (PEDA) Computer Simulation Model and disseminate information based on the Model; providing advisory services, particularly to southern African governments; organizing training workshops for member States, regional economic communities (RECs) and sub-regional development institutions; attending relevant meetings to support ECA activities; facilitating networking and information exchange with governments, intergovernmental organisations, the private sector, and other UN agencies; and preparing documents and other communications such as results of studies, reports, letters, proposals, Website texts, and speeches. EDUCATION: Advanced University degree required, PhD preferred, in agricultural economics, economics or closely related field. WORK EXPERIENCE: Relevant experience and in-depth understanding in the application of theoretical knowledge to practical economic analysis or applied research in above-mentioned areas. Experience in the context of Africa, particularly southern Africa, highly desirable. TECHNICAL SKILLS: Understanding of economic theories and experience in applying economic principles to development and management issues. Ability to: use quantitative methods of research and analysis; draw policy implications, propose options and make recommendations; advocate for policy and programme initiatives to governments and other bodies. Proficiency in computer systems, including data base management, word processing and Internet required; familiarity with spreadsheet applications and statistical packages desirable. Proven abilities to prepare written materials in a clear, concise and compelling manner and communicate orally in an effective manner. Record of publications desirable.
