DUTIES AND RESPONSIBILITIES:
Under the general supervision of the Chief of ECA's Programme Planning, Finance and Development Division (PPFED) and the supervision of the Chief of Programme Monitoring and Evaluation Section, the incumbent will undertake the following activities in the context of economic and social development in Africa: participates in the preparation and co-ordination of analytical studies on economic development and policy relevant to ECA programmes, projects and initiatives; assists programme managers in formulating work programme activities, identifying services and products to be rendered to specific client groups; prepares business plans and programme implementation plans; identifies appropriate measurable indicators for monitoring performance and impact on ECA client groups; adapts established standards, methodologies and techniques to monitoring and evaluation work; assists in determining, adapting and utilising suitable software for use in the analysis, synthesis and presentation of programme performance data for monitoring and evaluation; and assists the Director of PPFED in establishing a system and programme of activities for maintaining a high level of accountability for the resources utilised by the Commission to the UN, the legislative organs of the Commission, and extra-budgetary donors. Participates in or leads team projects; prepares documents and other communications such as results of studies, reports, letters, proposals, Website texts, and speeches; coordinates and supervises elements of the Division's work; and recommends direction and participates in the formulation of the Division's work plan.

EDUCATION:
Advanced university degree in Economics, or in related fields such as Business Administration or Public Administration, with a substantial emphasis on economics.

WORK EXPERIENCE:
Relevant professional experience required in the application of principles and concepts of development economics in relation to government, the private sector, civil society, and international organizations. Background in project evaluation, monitoring, auditing, programming and budgeting would be an asset. Experience in the context of Africa highly desirable.

TECHNICAL SKILLS:
Understanding of economic theories and experience in applying economic principles to development and management issues. Ability to: use quantitative methods for programme monitoring and evaluation; effectively interact with programme managers, partners and other organizations; and advocate for policy and programme initiatives to governments and other bodies. Proficiency in computer systems, including word processing and Internet required; familiarity with data base management and spreadsheet applications desirable. Proven abilities to: prepare written materials in a clear, concise and compelling manner; and communicate orally in an effective manner.
