DUTIES AND
RESPONSIBILITIES:
Under the general supervision of the Chief of
ECA's Regional Cooperation and Integration Division (RCID), the incumbent may undertake
activities in the following areas: mining, mineral resources, energy, and regional
integration. In context of African countries, the incumbent will engage in the
Divisions work that includes coordinating and conducting macroeconomic research and
analysis; designing econometric models, proposing economic and social policies; and
analyzing trends and economic performance in African countries. Participates in or leads
team projects; prepares documents and other communications such as results of studies,
reports, letters, proposals, Website texts, and speeches. Coordinates and supervises
elements of the work programme; recommends direction and participates in the formulation
of the work plan; designs and implements policy and programme initiatives; provides
technical assistance to member States and other organizations; conducts training,
represents ECA to member States and in various fora; leads missions as a senior expert;
liaises with partners; organizes conferences and other events; and when required, and in
the absence of the Chief, administers the work of the Division.
EDUCATION:
Advanced University degree required, PhD
preferred, in Economics, Mineral Economics or Mining Engineering with a substantial
emphasis on economics.
WORK EXPERIENCE:
Extensive and high-level relevant
professional experience required in the application of economic principles and concepts in
the above areas. Experience in the context of Africa highly desirable.
TECHNICAL SKILLS:
Understanding of economic theories and
experience in applying economic principles to development and management issues,
particularly in the areas of mining, mineral resources, and energy. Ability to: use
quantitative methods of economic research and analysis; draw policy implications, propose
options, and make recommendations; advocate for policy and programme initiatives to
governments and other bodies. Proficiency in computer systems, including word processing
and Internet required; familiarity with data base management, spreadsheet applications,
and statistical packages desirable. Proven abilities to: prepare written materials in a
clear, concise and compelling manner; and communicate orally in an effective manner.
Record of publications desirable.
