DUTIES AND RESPONSIBILITIES:
In the context of writing speeches, statements and addresses for the Executive Secretary and Deputy Executive Secretary of ECA, the incumbent will develop and authoritatively recommend policy and program options on a variety of economic development issues including capacity building, governance, trade, gender, regional integration and development finance. To accomplish this work, the incumbent must have an advanced understanding of development economics in order to consult with the Executive Secretary and the Deputy to determine the required outputs and to then proceed to search for and review relevant data including expert papers, synthesize information, and develop cogent and compelling policy statements for target audiences. These policy statements will be reflected in ECA position papers, reports, other documents as well as for inclusion in advocacy and regional advisory efforts for African member States. Additionally, these materials reflecting ECA policy will often be employed to inform international organizations and intergovernmental fora. The incumbent will also be responsible for leading complex missions as an ECA senior economic expert of professional stature, including representing ECA at international, regional, and national meetings to authoritatively address policy issues, coordinate ongoing work, and resolve conflicts pertaining to economic interpretation. Further, the incumbent will conceptualize, organize, and conduct conferences and other events to develop strategies, build consensus in various fora, disseminate information, and facilitate sharing of best practices on economic development issues.

EDUCATION:
Advanced degree is required in economics, development studies or in journalism, communications, or related field with an emphasis on economics. The emphasis on economics may have been gained through additional specialized training or other experience.

WORK EXPERIENCE:
Extensive relevant professional experience required in writing speeches, statements, addresses, reports, policy documents and articles, preferably in the context of African economic development. Also require understanding of and experience with econometrics, applied research and the application of theoretical economic knowledge to development issues. Prefer regional perspective on Africa's development challenges as well as the global context for development. Advantageous if incumbent has strong background in journalism.

TECHNICAL SKILLS:
Excellent writing ability in English and highly developed communication skills required. Proven abilities to prepare written materials in a clear, concise and compelling manner; and communicate orally in an effective manner. Incumbent should be well versed in economic development, preferably in the context of Africa. Prefer understanding of economic theories and experience in applying economic and social principles to development and management issues. Must be computer proficient in word processing and use of the Internet.
