DUTIES AND RESPONSIBILITIES:
Under the general supervision of the Chief of the ECA’s West Africa Sub-Regional Development Centre (WA-SRDC), the incumbent undertakes activities, particularly in the areas of monetary and fiscal policy, debt, capital markets development, resource mobilization for financing development, international finance and trade, and sub-regional economic cooperation and integration. In the context of African countries, the incumbent will engage in the SRDC’s work that includes coordinating and conducting macroeconomic research and analysis; designing econometric models, proposing economic and social policies; analyzing trends and economic performance in African countries; assessing needs for human resources, financing, and institutional frameworks; and promoting sub-regional collaboration on data collection and exchange, conferences, and training. In addition, the incumbent recommends direction and participates in the formulation of the SRDC’s work plan; designs and implements policy and programme initiatives; participates in or leads team projects; coordinates and supervises elements of the work programme; advocates for appropriate policies and programmes and works to build consensus; provides technical assistance to member States and other organizations; conducts training, prepares documents and other communications such as results of studies, reports, letters, proposals, Websites texts, and speeches; represents ECA to member States and in various fora; leads mission as a senior expert; liases with partners; organizes conferences and other events; and assists with the administration and management of the SRDC.

EDUCATION:
Advanced University degree required, Ph.D. preferred in Economics or related field with a substantial emphasis on economics.

WORK EXPERIENCE:
Relevant professional experience required in the application of economic principles and concepts to the above-mentioned areas. Experience in the context of Africa highly desirable

TECHNICAL SKILLS:
Understanding of economic theories and experience in applying economic principles to development and management issues. Ability to: use quantitative methods of research and analysis; draw policy implications, propose options and make recommendations; advocate for policy and programme initiatives to governments and other bodies. Proficiency in computer systems, including word processing and internet required; familiarity with database management, spreadsheet applications and statistical packages desirable; proven abilities to prepare written materials in a clear, concise and compelling manner; and communicate orally in an effective manner. Record of publications desirable.
