DEPUTY DIRECTOR DUTIES AND RESPONSIBILITIES: Under the overall guidance of the IDEP Director, the incumbent has the following duties and responsibilities: manages the training programme including assessing training needs, developing curriculum, ensuring implementation of programme of studies, conducting programme evaluation, providing faculty supervision, and responding to students issues; assists in the coordination of the design, programme planning and implementation of activities relating to training, research, and dissemination of information; networks with African and international training and research institutions; facilitates the organization of policy fora on African and international development issues; and integrates training activities of the Institute with ECA programmes, including the Sub-Regional Development Centers (SRDCs). In addition, the incumbent assists in establishing close relationships with the donor community, government focal points and other potential partners to ensure the mobilization of financial resources; assists in administering the Institutes property and assets and ensuring generally accepted accounting procedures and timely auditing; and assists in providing regular reports to the Council on the management and finances of the Institute. And, in the absence of the Director, the incumbent administers the work of IDEP. EDUCATION: PhD degree in Economics required. WORK EXPERIENCE: Extensive proven experience required in a senior management position in a teaching or research institution as well as research experience on socio-economic issues. Experience in designing and conducting training or academic programmes on different aspects of economic development is highly desirable. TECHNICAL SKILLS:Understanding of principles of education including curriculum development, teaching, evaluation and administration. Understanding of economic theories and experience in applying economic principles to development and management issues. Ability to: use quantitative methods of economic research and analysis; draw policy implications, propose options, and make recommendations; and advocate for policy and programme initiatives to governments and other bodies. Proficiency in computer systems, including word processing and Internet required; familiarity with data base management, spreadsheet applications, and statistical packages desirable. Proven abilities to: prepare written materials in a clear, concise and compelling manner; and communicate orally in an effective manner. Record of publications desirable. ESSENTIAL MANAGERIAL COMPETENCIES: Leadership, supervision, programme and performance management, and judgment/decision making.
