DIRECTOR DUTIES AND RESPONSIBILITIES: Under the overall guidance of the Governing Council of the African Institute for Economic Development and Planning (IDEP), the IDEP Director has the following duties and responsibilities: serves as principal management advisor on IDEP policies and programmes to the Chairman of the Governing Council, the Executive Secretary of the UN Economic for Africa (ECA); coordinates the design, programme planning and implementation of activities relating to training, research, and dissemination of information; assesses training needs of member States and responds to their request for information and policy advice; networks with African and international training and research institutions; facilitates the organization of policy fora on African and international development issues; and integrates training activities of the Institute with ECA programmes, including the Sub-Regional Development Centers (SRDCs). In addition, the incumbent establishes close relationships with the donor community, government focal points and other potential partners to ensure the mobilization of financial resources; administers the Institutes property and assets; ensures generally accepted accounting procedures and timely auditing; provides regular reports to the Council on the management and finances of the Institute, and undertakes any other assignments and activities as requested by the Governing Council. EDUCATION: PhD degree in Economics required. WORK EXPERIENCE: Extensive proven experience required in a senior management position in a teaching or research institution as well as research experience on socio-economic issues. Significant experience in African development and corresponding networks highly desirable. Prefer proven abilities in academic institutional development, including mobilizing financial resources. TECHNICAL SKILLS: Understanding of economic theories and experience in applying economic principles to development and management issues. Ability to: use quantitative methods of economic research and analysis; draw policy implications, propose options, and make recommendations; and advocate for policy and programme initiatives to governments and other bodies. Proficiency in computer systems, including word processing and Internet required; familiarity with data base management, spreadsheet applications, and statistical packages desirable. Proven abilities to: prepare written materials in a clear, concise and compelling manner; and communicate orally in an effective manner. Record of publications desirable.
