RESPONSIBILITIES:
Under the supervision of the Director, Sustainable Development Division, the Regional Adviser on Integrated Water Resources Management will:

  1. Deliver advisory services to member States and regional and sub-regional institutions in Africa on policy issues related to water resources management and applications of hydrological modeling in the context of the implementation of the African Water Vision 2025;

  2. Advocate for and deliver advisory services in the Implementation of the African Water Vision 2025 with respect to the use of hydrological modeling in planning water resources projects/programmes;

  3. In collaboration with the ECA-Sub-regional Offices (SRO), assist the Regional Economic Communities (RECs) and other regional organizations to develop policies, plans and programmes to advance regional integration and cooperation through effective Integrated Water Resources Management (IWRM);

  4. Provide scientific input into the development of the water-related components/modules of the Population, Environment, Development and Agriculture (PEDA) Model and contribute to the development of the analytical version of the Model;

  5. Design and deliver capacity-building programs for planners, policymakers and other stakeholders for the implementation of water-related initiatives of NEPAD, the Millennium Development Goals (MDGs) and the Plan of Implementation of the World Summit on Sustainable Development (WSSD);

  6. Assist member States to fully participate and develop common negotiating positions and strategies with regard to water-related Global Conventions;

  7. Represent ECA at proceedings, meetings and other activities of the Global Water conventions and disseminate outcomes to member States;

  8. Facilitate the development of, and access to, the African Water Information Clearing House by member States and their civil and public institutions;

  9. Develop and periodically review indicators to support and contribute to the synthesis of the bi-annual African Water Development Report;

  10. Liaise and collaborate with other ECA divisions and sub Regional Offices (SROs) and external partners in the development of water-related programs and activities as well as on common programmatic areas; and

  11. Undertake other work as deemed necessary by the Director of the Division.

QUALIFICATIONS

EDUCATION:

Advanced university degree required, Ph.D or equivalent preferred. in Hydrology, Water Resources, or Civil Engineering focusing on Hydraulic Structures, or related areas.

WORK EXPERIENCE:

Ten or more years of progressively responsible work experience in the field of Integrated Water Resources Management (IWRM) required. Highly desirable if experience includes developing country capacity building, training and advisory services. Prefer record of research and publications in water resources with a focus on modeling.

LANGUAGES:
Fluency in oral and written English or French is required; working knowledge of the other highly desirable.

OTHER DESIRABLE SKILLS:

Sound knowledge and practical skills in the area of IWRM concepts, training, and advocacy. Excellent communication skills with ability to present orally and write concisely, targeting various categories of stakeholders. Established networks and close working relationships with the public/private sector, NGOs and Africa water researchers and other experts
