Responsibilities |
| Under the general guidance of the Director of the Development Management Division, the
incumbent will have responsibilities in the context of economic and social development in
Africa, including some of the following major areas of focus: governance; public sector
policy and management; participatory development; decentralization; civil service and
judicial reform; institutional frameworks for accountability; and development policy and
management. In the course of this work, the incumbent will be engaged in: rigorous
research on African development policy and management through the application of
quantitative and qualitative methods, including modeling; policy and programme analyses;
formulating recommendations and position papers based on data gathering and synthesizing;
collaborating with experts in the development community -- governments, other UN agencies,
academia and research organizations, the private sector, multilaterals, partner countries,
civil society as well as financial and economic organizations; preparing for and
participating in inter-agency consultations, meetings, and conferences related to African
development. In general, the incumbent may be a member or a leader of team projects;
prepare documents and other communications such as results of studies, reports, letters,
proposals, Website texts and speeches; recommend elements of the Division's work plan;
implement policy and programme initiatives; provide training within the division and to
clients in member States; serve as a resource person to member States and partner
organizations: represent the Commission and advocate for its policies and programs. |

QUALIFICATIONS
|
Education |
| Advanced university degree, preferably a Doctorate, in Public Administration and
Management, Development Economics, Development Management or related field. Highly
desirable if candidate has strong background in economics. |
|
| Work Experience |
| At least five years of progressively responsible and relevant post-graduate
experience, preferably in the context of Africa, in applying the principles and concepts
of development policy and management as they relate to economic development including
governance, public sector policy and management, participatory development,
decentralization, civil service and judicial reform and institutional frameworks for
accountability. This experience may have been gained through relevant work in policy
formulation, program implementation, research, teaching or related work. Preferable if
candidate has had post-graduate training in one of the above-mentioned areas of emphasis.
Record of relevant publications would be an asset. |

| Languages |
| Fluency in spoken and written English or French required; working knowledge of the
other highly desirable. |
|
| Other Skills |
Demonstrated in-depth technical knowledge and proven analytical skills in aspects of
development management; good problem-solving ability; well developed writing and oral
presentation skills; computer expertise including the use of software relating to
development policy and management research and analysis, proficiency with spreadsheet and
database applications as well as facility with word processing, presentation programs and
the Internet.
