PREVIOUS PAGE < CONTENTS > NEXT PAGE Annex 1The Potential Target Group Approach (PTG)The approach used in the model is to cost HIV/AIDS-interventions using country-specific estimates of the potential target groups (PTG) of different strategies, and the baseline and target coverage levels. The concept of a PTG for each form of activity is used to ensure that the cost estimates obtained are based upon what may be potentially feasible levels of implementation, given current levels of infrastructure and capacity development. The model incorporates urban and rural distinctions for the potential PTG10 (except for interventions that are likely to primarily be implemented in urban areas - including interventions working with sex workers and their clients; and interventions that are implemented on a national level, such as mass media campaigns or institutional strengthening). Thus, for each intervention activity, separate costs for urban and rural locations were first obtained, and used to obtain the overall country costs. This annex describes the potential target groups, the method used for estimating their size and the coverage of interventions. A summary list of the parameters and data used in the model is presented in table A.1. The data inputs are country-specific, unless indicated as a fixed value. The generation of these fixed values is discussed in sections A and B of this annex. 10 Where possible, urban-rural differences in infrastructure, capacity, sexual behaviour, and HIV and STD prevalence are included in the model.
