Programme Format

The programme methodology consists of pre-Forum meetings, plenary sessions and additional special sessions where participants will meet the experts, participate in roundtables, debates, benefit from skills building workshops and discuss the main theme, issues and background papers. Core elements include the macro-, micro-level and sectoral impact of HIV/AIDS. Unique to ADF 2000 are the focus groups on information and communication technologies (ICTs), gender, youth, people living with HIV/AIDS (PLWAs) and the African Diaspora. Specifically, the Forum will deal with the leadership challenge and the actions required, before addressing the way forward and follow-up actions. The parallel breakout sessions on the roles and approaches for an effective response to HIV/AIDS will function as caucuses for networking, solidarity and exchange of experiences between different stakeholder groups. Time out for tea/coffee breaks and lunch will also facilitate networking, the poster sessions/speaker corners and visits to the Exhibition areas. HIV/AIDS-related skills building workshops are also parallel activities scheduled throughout the Forum.

Saturday, 2 December:

Pre-Forum Satellite Meetings

The World Health Organization (WHO) will organize a symposium on leadership and access to care, with the aim of sharing experience on HIV/AIDS management, community home-based care, access to drugs, and traditional medicine. There will also be a special media briefing in the afternoon, organized by the ECA Communication Team and the ADF Secretariat. Registration of participants will take place throughout the day.

Sunday, 3 December:

Pre-Forum Satellite Meetings

ECA and UNICEF will jointly organize a meeting to inform and mobilize African civil society organizations (CSOs), provide them with an opportunity to network and articulate the CSO perspective in the fight against HIV/AIDS in Africa and to involve specific groups such as the youth, women, the media and people living with HIV/AIDS.

The opening ceremony

The opening ceremony will commence at 15:00, with opening remarks by HE Prime Minister Meles Zenawi of Ethiopia, Dr. Salim Ahmed Salim, Secretary -General of the Organization of African Unity (OAU) and keynote presentations by a prominent African leader and a person living with AIDS.

Day 1, Monday, 4 December:

Leadership and public policy

The presentations will set the scene for the Forum theme, providing the context on the current situation of HIV/AIDS in Africa, articulating the leadership challenge and introducing the key issues of the Forum. The first plenary will assess the impact of HIV/AIDS on Africa’s development and discuss the particular concerns of various stakeholders while the second will focus on country responses and how to build on the lessons learnt. The parallel breakout sessions will address the impact and response at macro and household levels, in rural areas, on health care services and on education, as well as leadership roles in providing health care and other services, overcoming denial, stigmatization and discrimination, implementing national plans, and mobilizing the required political support, financial resources and mechanisms for HIV/AIDS interventions.

Day 2, Tuesday, 5 December:

Leadership challenges and opportunities

Presentations will address effective leadership roles for social mobilization against the HIV/AIDS pandemic, while the plenary sessions will target specific roles and approaches at different levels of leadership, launch the country profile document, present national workshop highlights and provide ample opportunity to showcase and share best practices from country experiences.

Day 3, Wednesday, 6 December:

Leadership actions required

Presentations will address the strategy for a more effective leadership response to the HIV/AIDS pandemic, as a framework for partnership and action, while the plenary sessions will target the International Partnership against AIDS in Africa (IPAA) and highlight country experiences. The parallel break out sessions will underline the importance of top governmental leadership, tools for costing and priority setting, capacity building, non-traditional fund-raising approaches, mainstreaming of AIDS in the development agenda and expansion of the international partnership against HIV/AIDS at country level. The sessions on key leadership and partnership elements will focus on targeted and general interventions, technical/managerial capacity, community-level action, including for marginalized and disadvantaged groups, and support to orphans and families affected. Brainstorming for reaching a consensus on the key elements in the way forward will delineate specific recommendations for sustainable up-scaled interventions by leaders at various levels.

Day 4, Thursday, 7 December:

The leadership consensus

A keynote presentation by United Nations Secretary-General, Kofi Annan, will be followed by the special Heads of State Forum, which enables dialogue between Heads of State and Government and a panel of selected participants. The final plenary on "Implementing the Consensus" will feature a panel discussion on implementation of intensified responses against HIV/AIDS, highlighting the new level of commitment from UN agencies, bilateral partners and the other actors and stakeholders, and recommending actions points, partnerships and effective mechanisms that participants should take back to their respective countries and institutions. The closing session will be followed by a press conference on the outcome of ADF 2000.

Day 5, Friday, 8 December:

There will be meetings of stakeholders to strategize on follow up actions in their respective areas.

 

Exhibitions

Exhibitions will run parallel to ADF 2000, featuring the work and the products of pharmaceutical companies, manufacturers and service providers concerned with eradication of AIDS and treatment of AIDS patients, United Nations Specialized agencies, development partners, NGOs involved in AIDS-related training, education, and counselling, and Information and communication technology (ICT) firms and projects vital for dissemination of information, particularly in the health sector. ECA’s Information Technology Centre
