Capacity Needs for Achieving the MDGs

This session focuses on the issue of capacity needs for achieving the MDGs. Capacity development forms a vital part of the national strategic vision for growth and poverty reduction. National strategies - based on the socio-political context of their societies as a means of engaging a wide range of actors in the ownership and evolution of capacity development - should address not only indigenous capacity development issues but also the retention of skilled manpower and a reversal of the 'brain drain'.
Capacity development so far tended to be concentrated on isolated technical aspects of development with the development of capacity in the area of analysing, designing, implementing, monitoring and evaluating PRSs largely being ignored. Further, development of the capacity of governance institutions is central to 'getting policies right', having the political commitment to implement them and for the public service to have the requisite capacity to realize them. Four questions have been formulated to guide the discussions and draw from participants' rich experiences.
