Since the launch of the African Information Society Initiative (AISI) in 1996, a number of counties in Africa have embarked on projects aiming at putting in place a National Information and Comnmunication Infrastructure policies and strategies (NICI). Various ICTs applications have been developed and utilised for development. A considerable number of the member States have also passed laws to privatise and introduce competition in the telecommunication sectors. However, the system to measure the impacts created by all of these endeavors is lacking. With the view to measure and analyse the impact created by the diffusion and applications of ICT products and services to development, the Acacia program of the International Development Research Center (IDRC) and ECA came up with the Scan-ICT concept and project. Scan-ICT is supported by the Norwegian Agency for Development (NORAD) and the European Commission (EC). These institutions contributed funds towards the start of the project which aims at building the capacity to collect and organize information on ICT for development activities and undertaking baseline studies on selected thematic areas, producing a national Scan Report, and putting in place a system to monitor and update national scan profiles. The project also aims at creating and maintaining a network of national Scan-ICT web sites. To this effect, six African countries namely Ethiopia, Ghana, Morocco, Mozambique, Senegal and Uganda were selected, taking into account regional distribution, to participate in the Scan-ICT pilot project dealing with testing the Scan-ICT methodology developed by IDRC and undertaking baseline studies on the penetration of ICT applications and services in commonly agreed sectors during the Scan inaugural workshop. Objectives The Scan-ICT session to be held at Bamako 2002 will have two separate sessions and the scope and objective of the sessions are as follows: I.
