NICI Policy Development Process

UNDP, in collaboration with the Ministère de la Communication, de la Culture chargé des Postes et Télécommunications (MCC) is assisting Djibouti in moving its process of creating a national information and communication strategy. A four-day long consultation process took place form 3 - 6 February 2003. As a result of extensive consultations and negotiations, major telecommunications rate adjustments are being proposed and will be presented to the national consultation workshop. Rates are expected to drop up to 50% and are expected to accelerate PC and Internet deployment and access.

The strategy will concentrate on regulatory issues as well as local and community based access models, including community access centres and rural radios. Strengthening access in the City of Djibouti will also be a priority, as well as developing appropriate models and proposals for ICT diffusion and use in government, the private sector and civil society.

Under the leadership of the Ministry of Communication and Culture responsible for Posts and Telecommunications, the Government of the Republic of Djibouti has developed an ICT strategy and action plan with a 20-year horizon. The action plan details over 30 projects that can be considered to help transform and modernize the economy, government, society in general, while trying to deal with the fundamental issues of poverty, literacy and access to education and health services, community development (community access centers and community radio.) The Djibouti National ICT Strategy and its accompanying Action Plan were adopted by the Council of Ministers of the Government of Djibouti in April 2003.
