ECA has been assisting the Government of Niger for the formulation and implementation of its National Information and Communication Infrastructure (NICI) Policy and Plans. The first draft was adopted in January 2004 and the process of implementation has started with the development of sectorial implementation plan and resource mobilisation strategy. The Government policy declaration adopted by the national Assembly in May 2005, devoted chapter 13 for the NICI.

Also, it is increasingly clear that no one sector in society can deliver the complexities of sustainable development acting alone. The rate of information society change is advancing so quickly, that it is important for governmental institution to cooperate with others. This is where stakeholder networking and partnerships become critical in advancing knowledge and promoting the implementation of an inclusive information society in Africa.

As follow-up of stakeholders’ consultation mission on partnerships held in may 2004, ECA was requested by the National Assembly and the Government of Niger to organize capacity increasing workshop for stakeholders, including Parliamentarians, Media and Private Sector actors. Two workshops, one for Parliamentarians and the second for media and the private Sector actors took place in Niamey from 1st to 3rd June 2005.

Workshop Objectives:

The objectives of both workshops were to:

  • Increase stakeholder awareness on NICI, WSIS, processes
  • Build better understanding of NICI as a mean to accelerate the Millennium development Goals (MDGs) and to fight against poverty
  • Increase awareness on implementation mechanism like Global ePolNet Resource
  • Increase understanding by each group of their role in building an inclusive Information Society, through effective partnerships framework, ensuring adequate budget and voting law conducive for harnessing the potential of Information as an economic resource
  • Create ICT4D Media, Private Sector Networks and ICT Committee within the Parliament;
  • Assist in the formulation by each group of a strategic Plan of Action to advance the NICI/WSIS implementation
