NICI Policy Development Process

Law no. 2000-03 of August 5, 2000 created two operators - Algérie Poste and Algérie Télécom. It also created an independent regulatory authority of posts and telecommunication.

The Algerian government has given emphasis to the development of ICT human resources. In light of the globally emerging knowledge and information society, Algeria has put in place a committee in charge of defining the elements of an Algerian national information society strategy. The work of the committee will help set up the links among the different sectors, in the area of infrastructure, training and research as well as information systems and ICTs. A national ICT working group was expected to establish at the end of the work of the committee, The working group will be in charge of identifying activities and putting in place a short, medium and long terms action framework.

One hundred thirty million dollars are allocated to create a technology park at Sidi Abdallah, 30 kms. from Algiers. To facilitate the entry of Algeria into the information society, national ICT initiatives have been designed. These are:

  • the project of the Ministry of education to equip all schools with computers by 2005

  • the distance education project

  • the virtual university project

  • the research network to be put in place by the ministry of higher education and scientific research

  • the health network developed and maintained by the National Health development Agency (ANDS)

  • the Djaweb Internet platform
