NICI Policy Development Process

The NICI plan development process of Burkina Faso commenced in 1999. In October 2000, Burkina Faso's Council of Ministers approved a National Information and Communication Infrastructure (NICI) development plan – “Plan de développement de l’infrastructure nationale d’information de communication du Burkina Faso: 2000 – 2004.” This was following a national workshop to validate the plan. Civil society organizations, private sector companies and academia participated in the NICI plan development process.

The plan addressed, among others:

  • computerization of the state/administration

  • reinforcement of the national capacities and the quality of training and research

  • improvement of the economic potentials

  • development of community communication centers

  • infrastructure development

An ICT Policy implementation plan for the period 2004-2006 was elaborated in August 2003 and adopted by the Council of Ministers in October 2004..
