NICI Policy Development Process

Cape Verde’s NICI plan formulation process started in August 1999. The Ministry of the Infrastructure and Transportation was coordinating it. The ECA and IDRC provided technical assistance in the development of the NICI Plan. A National Team of Experts prepared the Plan - “Plan National de Développement d’Infrastructure des Technologies d’Information et Communication”, which was finalized in October 2000. The National Team was composed of experts from the following institutions:

  • Minister of Infrastructure

  • Minister of Planning

  • Ministry of Education

  • Cabo Verde Telecom

  • National Statistics Institute

Representatives from the Prime Minister’s Office, Ministry of Education, Science, Youth and Sports, Ministry of Infrastructure and Housing, National Statistical Institute and Telecom Cap Vert participated in the process.

During the NICI development process, the Team found out that ICTs applications were being implemented in various sectors of the country. However it was learnt that in most areas, the usage was at the basic level, except in the teaching institutes and in companies dealing with international partners such as Newscasters, Air Transportation, Banking, Telecommunications, Fuels and Energy.

It was learnt that the telecommunications infrastructures in the country was in good condition both in terms of quality and national coverage; However it was noticed that the capabilities of this infrastructure was far from being fully utilized with applications using ICTs. Most of applications implemented by institutions were based on single user systems or isolated local area networks. Internet solutions were very scarce.

The Cape Verde NICI plan focused on the following sectors:

  • Education

  • Health

  • Central and Regional Administration

  • Fight against poverty

  • Regulation

  • Environment protection

  • Public safety and Civil protection

  • Communication Infrastructure

  • Universal service

The Government is taking measures to implement the plans in a number of these areas since the publication of the plan. The Ministry of Infrastructure and Transportation, Telecom Cap Vert, Ministry of Education, National Statistical Institute and Ministry of Agriculture are implementing the NICI plan.
