The Government of Chad requested in 2004 ECA’s support to develop its NICI plan. ECA replied in 2005 and signed an MOU with the Government to carry out the various activities related to the NICI process. The Government agreed to pay the consultancy fees of the international expert who would lead the process. A draft Policy document was prepared and submitted to a series of national stakeholders and ministerial workshops for comments in April 2006. However the workshops were disrupted by a coup attempt and the ministerial one was convened later in June 2006, where the draft policy was reviewed and validated. The draft policy was submitted to the Minister of Telecommunications and Information Technology for approval by Cabinet.
