Determining Information and Communication Needs of Woredas in Ethiopia - An e-Government Pilot Study

Within the framework of the Agricultural Development Led Industrialisation, the government of the Federal Democratic Republic of Ethiopia has laid a decentralization and empowerment scheme at the Woreda (district) level. The decentralization aims at empowering Woredas and improving their capacities towards the provision of better public services. With the view to support this initiative and identify areas for intervention of ICTs, the Economic Commission for Africa (ECA) commissioned a study on three selected Woredas located in Addis Ababa, Gambella and the Oromiya regions.

The objectives of the study were:
- Determine information and communication needs of public institutions at Woreda level
- Examine information needs health, agriculture development, education, etc. at Woreda level
- Investigate information and communication flow between communities and public institutions
- Analyze the horizontal and vertical exchange of information between the government offices
- Identify and recommend appropriate ICT technologies

The study was conducted on three Woredas at different level of economic development. These were:
- Urban - Addis Ababa (W13 )
- Semi-urban - Ada’a Liben - Debrezeit, Oromiya
- Remote - Bambisi, Benshangul - Gumuz
Later one rural Woreda (W26) from Addis Ababa was included.

The project commenced on August 2002 and was completed in November 2002. A report of the study, Information and communication needs in selected Woredas (districts) in Ethiopia: a pilot study, was made available in December 2002.
