National Consultation Process

The Ghana national consultation process will feed into the development of a framework document.

The National consultative process began with ‘one-to-one’ meetings with a number of selected Ministers followed by stakeholders' consultations. These stakeholder consultative meetings and public forums, which started in late September have been going well with a number of requests for further meetings. For example, the meeting with a group of Paramount Chiefs from the Eastern Region, resulted in a request by the President of the National House of Chiefs for the entire National House of Chiefs to be included. The meeting with the Private Sector Foundation resulted in a further half-day session with representatives of key private sector associations and groupings. Also the meeting with the Parliamentary Select Committee on Communications led to the decision that the entire House be briefed on the NICI process. There are other numerous examples.

The Planned Post-Framework Consultative Process

Once the Framework Document of the NICI is made public, there will be a number of stakeholders’ consultative meetings and public fora to discuss and seek views on the document. A number of stakeholders who took part in the pre-framework consultative process suggested and insisted on the need for their involvement in the next consultative process on the Framework Document before the actual policy developed. January and February will be used for the post-framework consultative process.

After this, the Policy Document will be ready for submission to the Cabinet by the Honourable Minister for Communications and Technology by March. As part of the post-framework consultative process, it is planned that a proposed high-powered Ministerial level meeting on the Framework be held to be chaired by the President/Vice President or the Senior Minister.
