NICI Policy Development Process

Guinea’s NICI plan development process commenced in 2000. A NICI plan – Plan de développement de l’infrastructure nationale d’information et de communication de la République de Guinée 2001 – 2004 – was finalized in 2001 and officially published in March 2002. A national commission comprising five members from the Finance, Planning and Communication ministries is coordinating the NICI activity.

Through its NICI development process, Guinea expects to achieve a sustainable economic growth and creation of jobs through the use of ICTs. The plan focuses on the following sectors:

  • Strengthening the ICT policy and regulatory process

  • Education and capacity building in ICT development and usage

  • Infrastructure development to provide the country and users with adequate bandwidth and applications

  • Development of content and democratization of access to all users, including civil society

  • Promotion of the participation of the private sector in ICT activities

The NICI plan includes the following programmes:

  • Creation of an Intranet for the Ministry of Finance

  • Promotion of ICT at the Ministry of Information and Communication

  • Strengthening and expanding of telecom, Internet and TV infrastructure

  • Digitization of the telecom network

  • Expanding rural telephony and community telecentres

  • Telephone and Internet network for higher education institutions

  • Creation of an Intranet in the Ministry of Territorial Administration, Security and Decentralization
