NICI Policy Development Process

The official launching of NICI in Niger took place on 2nd August 2002 in the Ministry of Foreign Affairs. The Prime Minister presided over the ceremony. The inter-ministerial NICI development team set up to lead the NICI development process is functioning well. Data collection activities have been completed and the results of the survey submitted to ECA towards the end of December 2002. Preparation is underway to aggregate the data collected and organize a workshop to convene all the stakeholders to discuss on the results of the assessment. It is expected that at the end of the workshop priorities will be adopted to move forward for the development of the NICI plan.

The "Le Centre de coordination de l'Informatique et des Nouvelles technologies de l'information et de la communication (CCINT)" (Centre for the Coordination of Computer and New Technologies of Information and Communication) was the government body responsible for national ICT policy in Niger.

Niger's NICI policy was approved in December 2003. Following the approval, the policy document was further elaborated as Plan de développement des Technologies de l’Information et de la Communication au Niger Ou Plan NICI du Niger by the Cabinet of the Prime Minister with the assistance of the ECA and UNDP in June 2005.

The NICI implementation plan - Programme de mise en oeuvre du PLAN NICI du Niger was also finalized in July 2005 by the High Commissariat for ICTs (HC/NTIC). Again, this was assisted by the ECA and the UNDP.

The NICI process culminated in January 2004 with the adoption of the NICI Plan by the Cabinet during a workshop chaired by the Prime Minister. After adoption by Cabinet, a High Commission on ICT was put in place to coordinate implementation. Following creation of the High Commission the Prime Minister has written to ECA requesting support in disseminating the plan and awareness building among stakeholders and also in organizing a resource mobilization conference. The awareness building process has started in June 2006 with several workshops, seminars and conferences organized in the various provinces and the capital city with all stakeholders. Draft cyber laws and a Universal Access strategy were finalized and reviewed by stakeholders and Cabinet. They are expected to be adopted by Cabinet in 2007.
