NICI Policy Development Process

The National ICT Strategy of the Republic of Congo, STRATEGIE NATIONALE POUR LE DEVELOPEMENT DES TECHNOLOGIES DE L’INFORMATION ET DE LA COMMUNICATION (TIC) EN REPUBLIQUE DU CONGO, was finalized in December 2004. The Ministry of Posts and Telecommunications responsible with New Technologies and the Resident Representative of UNDP in Congo reached an agreement to establish a preparatory committee. A committee of experts worked on the elaboration of the strategy document. At the end of the work, a committee composed of three prepared the final document. The Republic of Congo ICT strategy document has the following four pillars:
1 - Development of infrastructure and promotion of universal access
2 - Improving the legal and regulatory framework
3 - Capacity building
4 - Development and widespread use of ICT products and services
