approval of terminal equipment, rural telecom development, frequency allocation, and
numbering plans. A draft legal and regulatory framework was adopted by the Governemnt on
24 June 1998 and by the National Assembly on 4 December 1998 under No. 051/98/AN.

ONATEL used to have
the monopoly over cellular network services. A call for tenders for the issue of two
licences for the installation and operation of GSM cellular mobile netowrks was made on 15
December 1999. Two operators (Telcel International and MSI-CI) were selected by the
Government.

Community Access
Centres: At the present time, no community access centre project has been implemented
in Burkina Faso; however, IDRC is funding a consultative study which includes the
feasibility analysis of creating a multi-purpose community telecentre. This activity is
being carried in cooperation with Délégation générale à linformatique
(DELGI), the ICT policy-making body for Burkina Faso.

Informatics
Lead

The Délégation générale à
linformatique (DELGI) is the government body responsible for national
ICT policy. Contact: Mr. Joachim Tankoano [joachim.tankoano@delgi.gov.bf].
In March 1997,
DELGI and ONATEL held a national workshop on the development of the national information
society in Burkina Faso, assisted by the International Institute for Communication and
Development (IICD) and ORSTOM. The workshop resulted in a detailed and wide-ranging
national plan for the increased use of ICTs up until the year 2000. Along the line of the
African Information Society Initiative (AISI) framework, this include networking the major
government departments and assisting them with content and applications development for
information management within the government, information dissemination to the public, and
networking of schools.
Mr. Tankoano is
also the coordinator for the Sustainable Development Networking Program (SDNP) in Benin
which, with support from the United Nations Development Program (UNDP), is expected to
establish a US$1 million program. The objective of the program is to expand the national
gateway from 256 to 512Kbps, develop 5 regional Internet nodes, and build the capacity of
local institutions for delivery of a consistent training program on networking and
management of Internet services. In addition, a number of pilot projects will be
established to connect a few selected institutions and users, the creation of a
"virtual school" and a "virtual science and technology city."
The
International Development Research Centre of Canada is presently supporting the effort of
DELGI in setting up a place within the national policy, the design and deployment of
community information centres. The objective of the community information centres is to
widen the access of ICTs to a large majority of citizen who does not fall within the
current sector of information policy structure (particularly the informal sector in the
urban areas and marginalized rural communities). The project will also propose these
segments of the population to adapt the services to their specific needs.

ICT Training and Development
Université
de Ouagadougous École supérieure dinformatique is closely linked to
DELGI and is the leading institution on academic and research sector in the country on
ICTs.
Centre
national de traitement de linformation (CENATRIN) offers about 60 training
sessions each year, organized nationally but mostly for large companies, banks, and
ministries. The training courses offered are typically computer office applications,
Internet training and LAN administration using Windows NT.
ORSTOM
(linstitut français de recherche scientifique pour le développement en
coopération) assisted in public ICT courses on administration of a university campus
network installation and maintenance of Internet servers. ORSTOM has a campus in
Ouagadougou and Bobo-Dioulasso.
Institut
Universitaire de Téchnologie is currently developing a strong training program
in ICT equipment maintenance as part of the project to develop an information society. In
complement, content production training is being supported by Dépt. des Arts et de la
Communication.
The
CITI-Burkina Faso, project of ORSTOM/UNITAR, will collaborate with Obsérvatoire du Sahara
et du Sahel, the Internet Society (INET), DELGI and Université de Ouagadougou in
establishing the CITI training centre. The centre will serve as the main Internet training
centre for the country.
