The backbone and dial-up Internet service provision in Burkina Faso is currently provided and controlled by ONATEL (Office National des Télécommunications), the state run national telecommunication operator. The Internet service is currently based on a 256Kbps satellite connection to Teleglobe, Canada. Bids for the provision of Internet access were solicited from MCI, France Telecom, and Teleglobe (Canada). Teleglobe won the bid and systems integrator, OMNES (a subsidiary of Cables and Wireless) was selected to build the network. The low-cost service is available at local call tariffs from anywhere in the country. ONATEL is planning to develop web hosting services and will install public Internet kiosks at its regional offices – Agences commerciales de télécommunications (ACOTEL). The only other institution that offers a commercial Internet service is Centre national de traitement de l’information (CENATRIN). CENATRIN is a commercialized agency charged with advising the government on information and communication technology (ICT) policy and the promotion of and diffusion of informatics in the public and private sectors. Internet Tariffs (based on ONATEL rate):

  • Dial-up access – Startup fee: 8500F CFA, connect time: 1000F CFA/hour
  • Analogue Leased line (4 wire phone line, 33.6Kbps speed) – Account creation, estimate on request – Monthly subscription rate: 550,000F CFA
  • Digital 64Kbps speed leased line with C class address – Account creation, estimate on request – Month subscription rate: 850,000F CFA
  • E-mail account only – Account creation: 8500F CFA, monthly subscription rate: 5200F CFA
  • Note: all prices are subject to 18% tax; ONATEL provides dial-up access to its Internet service for the cost of a local call which is around 60F CFA per 6 minutes (US$1.10/hour).
