The Directorate of
Communications within the Ministry of Infrastructure and Transport was
established in 1992 as the agency responsible for the regulation of the telecommunications
sector.
The separation of
telecommunication and postal functions took place in 1995, with Cabo Verde Telecom becoming the sole supplier of telecommunications services
in Cape Verde. A year later in 1996, the government embarked in a liberalisation of the
telecommunications sector. Accordingly, the government retained only 35% of the total
share whereas 40% of the shares were sold to Portugal Telecom International (PTI), 5% to
employees of the telecom, 15% to local private investors and 5% to Cape Verdeans
living abroad. By 1999
Cabo Verde Telecom was on its third stage of privatization. Accordingly, the shares were
divided into Portugal Telecom (40%), National Social Prov. Institute (27.9%), Other
National Private Sector (13.7%), State of Cape Verde (13.4%), and Employees (5%.)
Cabo Verde Telecom
is also engaged in the provision of data communication services, Internet services at
national level and GSM cellular network services.

The Cape
Verdean Computer Communication Project (CVCCP) is
a volunteer effort to promote the understanding, utilisation, and application of computer
and communication technologies by the worldwide Cape Verdean community. The Cape
Verdean Home page is one of the major projects of the CVCCP.
Cabo Verde Telcom (CVT)
is providing Internet services since 1997. The number of users has reached 2160 by August
2000.
