Telecommunication Infrastructure

A Telecommunication Act of 17 August 1998 was promulgated. As a result of this Act, a new company has been established for operating basic telephony, namely the Société des Télécommunications du Tchad (SOTEL Tchad), which has been granted a five-year period of exclusivity, as well as the Office Tchadien de Régulation des Telecommunications (OTRT), responsible for regulation of the telecommunication sector. SOTEL Tchad is expected to be privatized in 2001. CLTEL Tchad and Tchad Mobile are about to be launched.

Informatics

The Centre National d'Appui à la Recherche (CNAR), under the Ministère de l'Enseignement Supérieur et de la Recherche Scientifique, is the UNDP's national SNDP partner. CNAR coordinates national research and operates an e-mail service via a direct connection to UNDP in New York.

Chad has reached an agreement with UNDP's Internet Initiative for Africa (IIA) for assistance in the development of the country's national Internet infrastructure.

Other relevant institutions are:

  • The Centre National de Documentation en Santé Publique under the Ministère de la Santé is in charge of the national health information and network; and

  • The Direction de l'Informatique of the Ministère des Finances et de l'Informatique is UNESCO IIP focal point.
