Telecommunications Structure and Policy

The Société Nationale des Postes et Télécommunications (SNPT) is the sole national telecommunications operator in Comoros, responsible to Ministry of Transportation, Tourism, Post Office and Telecommunications. The penetration of telecommunications network is poor and  is highly confined to the largest island, Grande Comore, accounting for over 50% of the total lines. The network uses a sparse system of microwave radio relay and HF radiotelephone communication stations.

The SNPT has an X.25 data transmission network, COMPAC, and it has established in July 1998 an Internet Service, ComNet.

The Study and Planning Office (BEP), a division of the Telecommunication Directorate, is in charge inter alia of radio frequency management. BEP serves as the regulatory body in the telecommunication sector.

Under Law No. 97-004/AF of 24 July 1997, the telecommunication sector was liberalized and certain telecommunication activities privatized. The post office and telecommunications are expected to be separated by the end of 2000.  Once the post office and telecommunications have been separated, the authorities of the Comoros expect the liberalization of the telecommunication sector to be complete and effective.

ICT Networking Development

The  Ministère de l'Education Nationale et de la Formation Professionnelle et Technique has been given  the responsiblity for the elaboration of ICT plans strategies for the country. The Ministère chargé de la Planification du Développement Socio-économique will be in charge of the implementation process.

The Centre National de Documentation et de Recherche Scientifique (CNDRS) is in charge at the national level of the archives, library, museum and documentation division, in addition to its responsiblity to scientific research in the country. The national documentation division within CNDRS is responsible for the computerisation of CNDRS's information, and for the development of a national information system. The CNDRS has a training programme on informatics.

The national telecom operator, Société Nationale des Postes et Télécommunications (SNPT), has established in July 1998 an Internet Service Provider known as ComNet, which provides a 64 Kbps encapsulated X.25 link to Paris.
