Telecommunication Infrastructure

Responsible ministries: Ministère de la Défense Nationale, de la Sécurité et de l'Immigration, chargé des Postes et des Télécommunications, and Ministère de la communication, des postes et télécommunications, Porte-parole du Gouvernement.

Telecommunication operator: The state-owned Office de postes et télécommunication (OPT) is the sole provider of basic telecommunications services in Gabon. Its international telecommunication traffic is handled by a subsidiary called Société de Télécomunications Internationales Gabonaise (TIG). TIG is a joint venture between OPT and France Cables et Radio (FCR), a subsidiary of France Telecom.

Telecommunication regulator: Currently, the telecommunication sector in Gabon is regulated by the Ministry of communication, posts and telecommunications and a monopoly still exists in the provision of basic telecommunication service through the stated-owned Office de postes et télécommunications (OPT). All telecommunication investments are financed "independently" from the government since they are all done by OPT. As far as telecommunication procurements are concerned, OPT is theoretically allowed to borrow both locally and internationally, following approval of the ministry of finance.

ICT Training and Development

Institut Africain d’informatique (IAI) in Libreville operates école inter-états which provides ICT training in Gabon and surrounding region. Classes are currently being offered, leading to a degree in Bachelor of Science as a computer system analyst or a computer engineer. Web site: http://www.francophonie.org/iai

Centre international des civilisations bantu (CICIBA) is a central and southern African countries inter-governmental agency. With the hope of becoming a centre of excellence, CICIBA has established a training and network operations centre in Gabon. It has a build a database and supporting its use with training equipment where necessary to assist the focal points in member countries.

Galaxie Informatique International is a private firm which is licensed as a Microsoft certified solutions providers for the C. Africa. According to its web site [http://www.galaxieintl.com], over 90 Microsoft professional certification has been given in the following program: Microsoft Certified Solutions Developers (Visual Basic programming, etc.), Microsoft Certified System Engineers (network engineers, NT specialists), Microsoft Certified Trainers, and Microsoft Certified Engineers + Internet (additional training in Front Page, CGI scripting and IIS).
