Telecommunications Structure and Policy
Guinea Telecom (GT)
is the telecommunications operator in the country. GT is 51% owned by Portugal
Telecom Internacional (PTI) and it has monopoly over all basic telecommunications
and value-added services. In 1990, the Government signed a contract with PTI
granting them the monopoly for a 25-year period. The Ministry of Transport and
Telecommunications (MTT) is the higher institution responsible for the
telecommunications sector. The telecommunications infrastructure is very poor and
unreliable with many smaller towns being unconnected or having very poor services.
However, due to the fact that PTI holds 51% of GT,
there have been some recent improvements in telephone connections to Portugal and the rest
of the developed world.
The telecommunications
infrastructure was heavily damaged following the fighting which erupted between the
government and the self-proclaimed military junta in 1998. This also disrupted the
installation of the USAID Leland gateway.

Networking Development
The Centre
de Documentation Technologique (CDT) and the Bibliothèque Nationale
are the two agencies within the Instituto Nacional de Estudos e Pesquisa
(INEP) which activities are related with information and communication
technologies.
Archival documents,
audiotapes, photographs, films and databases at the Instituto
Nacional de Estudos e Pesquisa (INEP) were destroyed during the 1998
fightings between the Government and the self-proclaimed military junta. The
management of INEP has issued an urgent appeal requesting the international research
community to assist them to rebuild the archive.
Guinea-Bissau has
recently established a full Internet service
operated by the national telecom, Guine telecom.
