Telecommunication Infrastructure

The Direction Nationale des Postes et des Télécommunications (DNPT) was established in 1997 as the regulator of transport, postal and telecommunications services. DNPT is responsible to the Ministère des Postes et Télécommunications.

The Société des Télécommunications de Guinée (Sotelgui) was set up as an autonomous telecommunications operator in 1993 as a result of the promulgation of a new telecommunications law in 1992. Sotelgui was privatised in 1995 and the strategic partner is Malaysia Telekom which acquired 60% of Sotelgui equity while the government retained 40%.

In addition to Sotelgui, three other cellular operators are represented in Guinea. Telecel and Spactel have operational networks while new entrant, Wireless International, will start to operate shortly. The capital city, Conakry,  are all covered by all the operators while Sotelgui is expanding in Boke, Kamsar and Sangaredi.

Informatics

The Ministry of Information has entered into an agreement with CIDA's Electronic Commerce World Institute to establish a web site providing government, business and tourism information.

The following documentation and information institutions are administered by the Secretary of State for Scientific Research:

  • The Centre National de Documentation et d'Information pour le Développement (CENDID) houses the Francophonie BIEF bibliographic databases;
  • The Centre National de Documentation et d'Information pour le Développement Rural;
  • The Centre de Documentation Universitaire Scientifique et Technique (CEDUST);
  • The Centre de Recherche Océanographique et de Géologie;
  • The Bibliothèque Franco-Guinéenne;
  • The Bibliothèque Nationale; and
  • The Library of Université de Conakry.

The Centre Syfed of AUPELF-UREF is hosted at the Mission de Coopération Française.

The Institut de la Recherche Agronomique de Guinée is a partner of IBISCUS Francophone development information network.

ICT Training and Development

The Institut Polytechnique de Conakry (IPC) provides training in telecommunications. IPC has received support from World Bank and GTZ to assist its training programmes.

The Centre Informatique of the Université de Conakry is involved in ICT training.

Radiodiffusion-Télévision Guinéenne is the state-operated radio and television broadcaster.
