Telecommunications Structure and Policy

After a devastating 7 year civil war from 1990 to 1997, the entire development structure of Liberia has been destroyed and thrown far behind that of most nations. The country held its first post war elections on July 19, 1997, and the government which took power has embarked in the rebuilding of Liberia.

The Liberia Telecommunications Corporation (LTC) is the country's only licensed telephony provider and a public corporation responsible to the Ministry of Posts and Telecommunications. As there is no independent regulatory authority, the Ministry of Posts and Telecommunications is in charge of the regulation of the telecommunications sector. LTC has now the task of rebuilding the telecommunications sector with the scarce financial resources available to it.

Currently Data Technology Solutions, Inc. is the only Internet Service Provider in Liberia. Its service is restricted to the capital, Monrovia, due to poor or non-existent telecommunications infrastructure in other areas. In 1997, LTC was in a process of installing a 7.3 meter earth station which should provide a link to MCI in the US.
