About 10 Internet Service Providers (ISPs) are licensed to provide Internet service and the national telecommunications operator, Telecom Malagasy, has expanded the network to 256 Kbps to Europe and 64 Kbps to USA via MCI with plans to set up a 64 Kbps link to Mauritius. Madagascar received assistance from USAID's Leland initiative to establish low-cost international hub for private ISPs.

Data Telecom Services (DTS), a joint venture of the national telecom, Telma, with 49% ownership to France Cable and Radio (FCR), is the major ISP operating in the country. DTS has been providing Internet service since 1996 through its X.25 link to France. DTS has an X.25 packet switching service (InfoPac) in 10 major towns in the country, and it offers other value-added services such as videotex services and manages private VSAT networking nationwide.

The other ISPs are Creapo, Communication Professionelle, Simicro, Synergic Cyberspace, Network, Blanche Birger and Vitelcom.

An Internet association was established by all private ISPs to promote the use of Internet in the country, and to provide a central point of contact between ISPs and their users.
