Telecommunications Structure
and Policy
Société
Nigérienne des Télécommunications (SONITEL) is the
national telecommunications operator established in March 1997, following the merger of Société
des Télécommunications Internationales (STIN) with the Office des
Postes et des Télécommunications (OPT). An assistance worth of US$
42,000 was provided by the International Telecommunication Union (ITU) for the
restructuring of the telecommunications sector.
The Regulatory authority is the Direction
de la Réglementation des Télécommunications (DRPT) under the Ministère de la
Communication et de la Culture.
Nigerpac is the data
transmission network established in 1989. Nigerpac uses X75 and X25 for data transmission,
and it provides access to the French network Minitel.
The Government of Niger is currently
seeking a strategic partner as majority shareholder in the state telecommunications
monopoly, SONITEL. The government will retain 35 percent of the shares, employees will own
3 percent, and 11 percent will be offered to institutional investors. For the
liberalisation programme to be completed, the government is working toward establishing an
independent regulatory body.
Cellular radio telephony was implemented from
support of ITU.

ICT Networking Development
The Délégué Général à l'Informatique
(DELGI) is the government body responsible for national ICT policy in Niger.
DELGI is attached to the Office of the President, and has received material support
(hardware, software and office equipment) from the UNDP Resident Office.
The Centre d'Information et de
Documentation Economiques et Sociales (CIDES) at the Ministère du Plan is
responsible for national scientific and technical information policy, and the
harmonisation of information management systems in the country;
The Centre d'Information et de
Documentation pour le Développement Rural (CIDR) is the RESADOC focal point for
Niger. CIDR is planning a national information network for all agricultural institutions
in Niger.
The Groupe de Travail
Interdisciplinaire (GT2I), established in 1994 by a number of lecturers and
researchers at the Université Abdou Moumouni de Niamey, is an initiative which promotes
information technology in the research and academic sector.
The Niamey Center of the Institut de
Recherche pour le Développement (IRD), formerly known as ORSTOM, has a
leased line link to SONITEL, and it provides web hosting services on its local server.
Currently, the following institutions have their web pages hosted on the web server:
- CERMES ( Centre de recherche sur les
méningites et les schistosomoses)
- FAO - Système mondial d'information et
d'alerte aapide sur l'agriculture et l'alimentation (SMIAR)
- Groupe de travail interdisciplinaire en
informatique (GT2I). Université A. Moumouni (NIGER)
In July 1999, the African Centre of Meteorological
Applications for Development (ACMAD) launched a project entitled
"Communication for Rural Communities using Radio and Internet (RANET)". The
project is meant to strengthen the capabilities of National Meteorological and
Hydrological Services (NMHS) of twelve African countries as a pilot effort to demonstrate
the importance of dissemination of meteorological information, alerts and warnings to
rural areas of Africa.
The Centre Régional AGRHYMET, a specialised agency of the
Comité permanent inter-Etats de lutte contre la sécheresse dans le Sahel (CILSS),
has a major programme related to the collection and management of information on food
security, desert control, and natural resources management.
