Full Internet services were launched in September 1996 by Atlas which is a consortium of three computer companies: VCS, MBM and Space. At the launch, Atlas had 30 analogue modems and a bandwidth of 64 Kbps connecting to the international backbone via Cable and Wireless in Hong Kong. Atlas upgraded its bandwidth to 128 Kbps in February 1997, to 256 Kbps in February 1998 and to 512 Kbps in October 1998.

In February 1999, Atlas had 60 ISDN modems with plans to add 30 additional ISDN modems by August 1999. It has also changed its connection to the international backbone from Cable and Wireless (Hong Kong) to Cable and Wireless (UK). Atlas is the top level administrator for .sc.
