NICI Policy Development Process

Following a request from the Democratic Republic of Congo (DRC), a mission was undertaken by ECA in December 2004 to discuss the development of a NICI Policy. After a series of consultation workshops, the following priority actions have been identified:

  • Establishment of a NICI Committee

  • Monitoring the development of the Presidential Intranet

  • Finalization of the telecommunication reform process

  • Support to the Regulatory Authority for Telecommunication and Post

The NICI consultations took place in three stages. A baseline study was undertaken in the second half of 2005.

The priority areas identified are the national backbone and e-government.


Various consultations were held with all stakeholders to define the role of each group in the NICI development process. A programme of activity was prepared and handed over to the Office of the President, which is the coordinator and point focal of the NICI activities. Following consultations with all stakeholders, the composition of the NICI Committee was proposed to the focal point. Because of the size of the country, the complexity of the administrative setup and the political diversity, the DRC NICI process may take longer than the normal time usually allocated to the NICI process. Twenty data enumerators were trained and the baseline study was undertaken in Kinshasa and all the provinces. Due to political situation, the process was stalled for several months, however with the new Government swearing in around December 2006, it is expected that the NICI process will restart early 2007.
