NICI Policy Development Process

Despite advances in private sector initiatives, the government of Kenya has been reluctant to embrace information and communication technologies for social and economic development for some time. However, the interest for harnessing ICT for development in Kenya got ground. The government declared that ICT was one of the key areas of social and economic development as part of its Poverty Reduction Strategy Paper (PRSP). It established a national taskforce that was being headed by the Permanent Secretary of Ministry of Transport and Communications with a strong team of experts working on key areas of ICT for development in Kenya including governance, human resources development and creating enabling policy and regulatory environment.

The pressure for integrated ICT-led social and economic development of Kenya was from the private sector and a pressure group known as the Kenyan Information Society (KIS). KIS with a secretariat at The British Council worked with all stakeholders in the supply side – telecommunications, Internet and the demand side applications to health and education to create synergy between those working towards the development of information society in Kenya. KIS also worked with the government to create awareness of information society evolution.

The process of an inclusive national strategy based on a broad national consultation gained momentum and a local team of experts was created to draft the document on National Strategy. The document, finalized in July 2005, identified and critiqued the current institutional structures for the impending implementation of Kenya’s ICT policy. In addition, it recommended optimal institutional structures and strategies to facilitate the implementation of Kenya’s ICT policy. The study was conducted with support from the Kenyan Ministry of Planning and the International Development Research Center.

The Kenya ICT Policy was approved by the Cabinet in January 2006.
