Out of the need to elaborate a
policy coherent with Madagascar's economic, social and cultural
development programme using ICTs, a national forum was organized in September 2002. The
forum
took stock of the state of ICTs in Madagascar and came up with an action plan to elaborate
a
national strategy. The forum was attended by ministries and public offices (including that
of Posts and Telecommunications, Communications), economic entities, universities,
training centres and associations.
A Committee for coordinating the e-strategies development process, Comité d´appui en
e-stratégies, was formed. A validation workshop was held in December 2003.
The policy document was finalized in January 2004 and approved by the Council of
Government in April 2004. An updated version of the Policy document
was made available in June 2005. The Madagascar National ICT for Development Policy
development process was supported by the UNDP. |
