Developing an Africa Regional Information Infrastructure (ARII) through policies and plans at the sub-regional levels in Africa will go a long way in facilitating greater interconnectivity between countries as well as the interoperability of networks. Such efforts would help resolve local imbalances and inefficiencies through the development of common networks and regional backbones, improve universal access and narrow the digital divide in the 'least connected' countries, which is why ECA is embarking on Regional Information Infrastructure and Communication Plans (RICIs).

ECOWAS

In connection with the ECOWAS Mid-Term Strategic Plan 2004-2007, ECOWAS requested the assistance of ECA in developing a harmonized legal framework for e-commerce at the sub-regional level. A situational assessment across the ECOWAS region, meeting with decision makers and ICT policy makers from ECOWAS (Secretariat and ICT Task Force), UEMOA, Senegal, Burkina Faso, Niger, Ghana and Nigeria took place following the request. The Consultant submitted a report in March 2006. This will be reviewed by an ECOWAS /UEMOA regional experts group meeting in December 2006. A study on the development of an ICT Legal framework for ECOWAS and UEMOA is also being undertaken; the terms of reference of which will be reviewed and adopted in a workshop to be held in Ouagadougou in December 2006.
 
CEMAC

Following consultations, a joint DISD and SRO-CA mission was undertaken to CEMAC and CEEAC. It was agreed after the mission to extend the e-CEMAC 2010 to cover the entire Central African Region. ISTD, SRO-EA and SRO-CA are working together with the consultant in cooperation with CEMAC, CEEAC and countries in the sub region on the formulation of the ICT strategy for Central Africa. The strategy is being finalized and will be adopted early 2007.
