NICI PLAN (2001-2005) VALIDATION WORKSHOP

HOTEL NOVOTEL UMUBANO, KIGALI
27- 28 JUNE 2005

The workshop's main objective is to undertake a comprehensive stock-taking exercise to review the implementation of the NICI-2005 Plan along the following lines:

  • Reviewing the programmes and initiatives of the 8 pillars of the NICI-2005 Plan that were either fully or partially implemented including those that are work-in-progress

  • Documenting those programmes and initiatives of each of the 8 pillars that were not implemented.

  • Documenting the resources mobilized for the implementation of the Plan, detailing the sources (Government, Donor Source, Private Sector etc); what has been mobilized and deployed for each of the implemented programmes and initiatives; and as well as documenting resource deficits

  • Analyzing the impact of the NICI-2005 Plan in terms of the stated objectives, goals and targets of the Plan

  • Documenting the challenges and the constraints faced by the various designated implementation agencies including RITA in implementing their designated components the NICI-2005 Plan

  • Detailing the lessons learnt as per rolling-out the programmes and initiative of the NICI-2005 Plan

  • Assess the challenges in mainstreaming gender in the formulation and implementation of the NICI-2005 phase

  • Identifying which of the non-implemented programmes and initiative of the NICI-2005 Plan could be candidates for rolling into the NICI-2010 Plan

The Second day of the workshop will look at modalities to implement the Rwanda e-gov strategy: challenges, opportunity within the overall framework of the reform of the Rwandan civil and public service

Based on the outcome of the stocktaking exercise, ECA will prepare a comprehensive NICI-2005 Plan Implementation Review Report to serve as a basis for the development of the NICI-2010 Plan. [Note: It is also acknowledged that the methodology developed for undertaking the review process and the Review Report itself could serve as a ‘best practice’ model for other African countries embarking on the NICI process to learn from and adopt.]

Next steps:

  • Preparation of the NICI-2005 Plan and the NICI-2010 Resource Mobilization Document
    Based on the outcome of the assessment of the gender dimension within the NICI-2005, the workshop will also provide an opportunity for ECA in partnership with the Ministry of Gender and other stakeholders to kick start discussions in setting up a process whereby a plan of action- within NICI-2010- could be formulated and implemented in the view to harness the potential of ICTs for Rwandan women's social and economic empowerment.
