NICI Policy Development Process

 

Togo launched its NICI process on 3 February 2006 during a workshop attended by a wide range of multistakeholders. The Ministry of Communications and Civic Training coordinated the workshop. Topics discussed during the workshop included: stakes and opportunities of the Information Society; the NICI process; engendering the NICI process; and, Togo and the Information Society, among others.

The workshop was organized by the ECA in response to the request by the Minister of Communication, Mr. Biossey Kokou Tozoun, sent to the ECA Executive Secretary. For more on the launch of the Togo NICI process: http://www.uneca.org/apps1/newsfromdivisions/News.asp?cmd=view&articleid=362

Several consultations were held with stakeholders and Government officials to discuss the strategy for developing the country’s NICI plan and to build consensus. The baseline study is currently underway together with sectoral studies to support development of the draft policy. The second consultation workshop to adopt the baseline study and validate the policy framework was undertaken in August 2006. The policy was submitted to the Government in September 2006 for adoption. Due to political situation, the process was stalled for several months, however with appointment of a new Government in November 2006, the NICI development process has restarted in December and it is expected that the Plan would be validated by February 2007.
