Regional ICT Measurement Workshop, July 2009
The ECA, ITU, and UNCTAD are joining hands to organize ICT indicators capacity building training for two weeks in July 2009 (exact dates to be confirmed later) in Addis Ababa, Ethiopia. The Common Market for Eastern and Southern Africa (COMESA) will also participate by bringing selected COMESA member States to the training. The training will focus on household and business indicators, methodologies for conducting surveys as well as the next phase of ECA's Scan-ICT programme and its implementation at national level. The training aims at building the capacity of National Statistical Offices (NSOs) in sustaining the collection, analysis, and dissemination of ICT statistics based on internationally agreed indicators and standards.

Rwanda
Scan-ICT report
The areas covered by the Rwanda Scan-ICT project include Education, Health, Infrastructure, Public Administration, and Private Sector. The report presented the outcomes of the baseline study carried out in the framework of the Scan-ICT initiative. It includes the following components: the
Scan-ICT methodology; Scan-ICT country profile/baseline data; and Scan-ICT country profile/analysis. It also follows the outline suggested by the Scan-ICT framework for the study. The Scan-ICT country profile and baseline data are presented in table format for maximum clarity; most indicators are presented graphically, in tables and charts. The section on methodology explains in detailed form how the study was conducted, discusses the suggested framework with regard to the indicators and provides recommendations for further studies.

Gambia
Scan-ICT report
The
Scan-ICT project for the Gambia marks another milestone in
the development of the ICT sector, measuring access, usage
and exploitation of ICTs in the Country. This
study was coordinated by the Department of State
for Finance and Economic Affairs, the Department of State
for Communications and Information and Technology and the
Gambia Bureau of Statistics. Henceforth the exercise will
be integrated in the regular data collection mechanism of
the Statistical Bureau.

2 (Scan-ICT-2) in Ghana as a follow-up to the phase 1 process
which involved the implementation of the Scan-ICT pilot project

Scan-ICT Report
Mauritius
Economic and Social Indicators: Information and Communication
Technologies (ICT) statistics - 2006. This is the first issue
of the Economic and Social Indicators on Information and Communication
Technologies (ICT) statistics compiled by the Central Statistics
Office. It contains statistics on ICT Infrastructure and access,
and ICT usage by individuals and businesses based on information
gathered from various administrative sources as well as from
household and establishment surveys conducted by the office.
Data presented in this report relate to the Republic of Mauritius
and, unless otherwise stated, refer to the period 2000 to
2006.

Regional Workshop on Information Society Measurements in Africa
The
Economic
Commission for Africa (ECA), the International Telecommunication
Union (ITU), and the UN Conference on Trade and Development
(UNCTAD) are jointly organising a "Regional Workshop
on Information Society Measurements in Africa" scheduled
to take place in Addis Ababa, Ethiopia from 7 - 9 March 2007.

The
survey was conducted throughout the national territory in
institutions representing government and private services
(812) and among natural persons (1624) of these institutions
responding as households, ISP (12) and fixed and mobile telephone
operators (3) ; giving a total of 2451 sample units.

Ghana
launches Scan-ICT Phase II
Scan-ICT
Phase II has been launched at a national workshop held in
Accra, Ghana in March. The event organized by the Ghana Statistics
Service (GSS) and the International Institute for Information
Technology (INIIT) in collaboration with ECA, aimed at adopting
a working methodology for implementing Scan-ICT, identifying
ICT indicators for Ghana, creating awareness on the need for
measuring ICT4D at national, regional, and international level,
sharing information and knowledge on ICT data collection exercise
in the various socio-economic sectors, and putting in place
the necessary institutional arrangements for the implementation
of the project. Over sixty participants attended from government
including the ministry of communications, academia, private
sector, and international organizations such as UNCTAD.

Rwanda
launches Scan-ICT Phase II
Scan-ICT Phase II has been launched at a national workshop
held in Kigali, Rwanda on February 27 2006. The event organized
by the Rwanda Information Technology Authority (RITA) in collaboration
with ECA, aimed at adopting a working methodology for implementing
Scan-ICT, identifying ICT indicators for Rwanda, creating
awareness on the need for measuring ICT4D at national, regional,
and international level, sharing information and knowledge
on ICT data collection exercise in the various socio-economic
sectors, and putting in place the necessary institutional
arrangements for the implementation of the project. Over fifty
participants attended the workshop including representatives
ministries, academia, private sector, and international organizations.

phase II kicks off in Mauritius
Over
30 participants drawn from government, private sector and
civil society organizations attended the launch of Scan-ICT
Phase II at a workshop jointly organized by the ECA and the
Central Statistics Office of Mauritius on 23 January 2006
in Port Louis, Mauritius.

Scan-ICT
Cameroon launched
The
Scan-ICT Cameroon was launched at a workshop which was organised
from 5 to 6 January 2006 at the Ecole Natonale Supérieure
des Postes et Telecommunication (ENSPT) in Yaoundé,
Cameroon. About one hundred participants participated in the
workshop including 60 data enumerators from all Cameroonian
provinces and 10 provincial delegates of the Minister of Posts
and Telecommunications.

ECA,
in collaboration with IDRC held a concluding workshop for
the first phase of the SCAN-ICT project from 17 to 18 February
2004 in Addis Ababa, Ethiopia. The workshop brought together
ICT practitioners and statisticians to reflect on the first
phase of Scan-ICT, a multi-donor project which also includes
the European Commission and NORAD aimed at building Africa's
capacity to gather information and data needed to support

Scan-ICT
is an initiative of ECA,
IDRC's Acacia, European
Union and NORAD, that
aims to build support for the phased development of a comprehensive
African capability to collect and manage key information needed
to support the growing investment in information and communication
technologies (ICTs) as well as the transition of Africa to
an information society. In addition, Scan-ICT describes an
opportunity to build capacity in Africa -- the capacity for
Africa to influence ICT investments, to extend their impact,
and to encourage the development of made in Africa
solutions, applications and content. The goal is to create
a pan-African ICT network, connecting all levels of ICT related
issues, which will be co-ordinated and supported by an observatory/research
institute.
