A daunting task, but ECA and partners poised to re-energize APRM
Addis Ababa, 29 January 2008 (ECA) –
Close to five years after the establishment of the African Peer Review Mechanism (APRM), there is a growing feeling among the lead actors, including the United Nations Economic Commission for Africa (ECA) and some participating countries that “the mechanism may atrophy if it is not injected with the resources to implement the Plan of Actions (PoA) emanating from the process”.

What is APRM?

APRM is a voluntary self-monitoring process designed to promote the adoption of policies, standards and practices that will lead to political stability, high economic growth, sustainable development and accelerated economic integration through sharing of experiences and reinforcement of successful best practices. The process includes periodic reviews of the policies and practices of participating states to ascertain progress being made towards achieving the mutually agreed goals and improvements in political, economic and corporate governance and in socioeconomic development.


ECA’s contribution to APRM at a glance

In line with its role as a Strategic Partner to APRM and with the mandate given to it by the Heads of States and Governments Implementation Committee of NEPAD, ECA contributes to APRM in the following ways:

  • Assisting the APR Secretariat to build and maintain a customized database of information on participating countries, including providing access to data sources, and sharing of information and experiences
  • Providing relevant advice to the APR Panel and Secretariat on the preparation and the implementation of the APR process
  • Providing assistance to the APR Panel and Secretariat in the conduct of Country Support Missions that are meant to assist participating countries to prepare for and participate in the APR country review process
  • Providing support to countries on request in the preparation for participation in the APRM, for the self-assessment, and the drafting of the Programme of Action.
  • Providing assistance to the APR Secretariat in reviewing the self-assessment and the National Programme of Action of participating countries, and subsequently to drafting the Issues Paper
  • Supporting the APR Secretariat in undertaking Technical Assessment; of issues emerging from country self-assessment and background reports
  • Providing support to the APR Panel and Secretariat for the conduct of the Country Review Visit, including participating in the Country Review Team as advisor
  • Providing support for the drafting and finalization of the Country Review Report
