Dear Colleagues,

In appreciation of the work of theSustainable Development Division of UN-ECA from your website, which includes among others implementing Integrated Water Resources Management (IWRM); assisting Member States, river basin organizations (RBOs) and regional economic communities (RECS) in the development and implementation of integrated river basin and watershed management strategies and plans for the major river/aquifer basins; and ensuring enhanced irrigation development to improve agricultural production and food security, formulation of basin-wide irrigation development strategies for selected major river and aquifer basins, and disseminating best practices for small-scale irrigation in close collaboration with FAO, IWMI, AfDB and other IGWA member institutions.

With this in mind, the purpose of this letter is therefore to bring up for your information, if you are not yet aware, theInternational Conference on “Water Security and Hydrological Extremes: Towards Sustainable Development in Africa” and the “1st African Regional Consultative Meeting of the National Committees for UNESCO-International Hydrological Programme”,27th February - 2nd March, 2006, in Abuja.

These programmes will be jointly convened under the auspices of the UNESCO-IHP Secretariat, Paris, Franceand the Federal Ministry of Water Resources, Abuja, Nigeria.

The International Hydrological Programme (IHP) is the major scientific cooperative programme in water resources of the UNESCO. UNESCO-IHP activities are usually executed through the National Committees. Over the years most African countries have formed respective National Committees which have been involved in the implementation of various national, sub-regional and regional activities of the IHP.

In realisation that it is only the sub-Saharan African group that is yet to initiate regional cooperation activities of the IHP National Committees, in the UNESCO’s regional groupings, Nigeriawas requested and accepted to take the lead in the hosting of theInternational Scientific Conference and the African Regional Meeting.

UNESCO will provide financial support for the Conference and Regional Meeting to enable most sub-Saharan African delegates, from at least 44 countries attend.

In view of the urgent need to transmit this information to the respective Ministry/Department responsible for Water Resources and the National Committee for UNESCO-IHP in respective sub-Saharan African countries, we are soliciting your support in facilitating this, most especially the African countries you have Programmes of Activities in.

This is to ensure that a delegation from these respective African countries fully participates at the International Conference on “Water Security and Hydrological Extremes: Towards Sustainable Development in Africa”and the “1st African Regional Consultative Meeting of the National Committees for UNESCO-International Hydrological Programme”,27th February - 2nd March, 2006, in Abuja.

We will also be glad if you will circulate same information to your Collaborating Partners on your programmes in Africa, in case if they are interested in participating along with you.

Please find attached to this mail, an invitation letter, recent information announcement and thepreliminary registration on the Conferenceand Meetingfor your perusal.

Thanks for your anticipated cooperation.

Best regards,
