The Addis Ababa, 2 May (ECA) - Twelve innovative projects
taking Africa forward in the field of information
technology were rewarded for their enterprise at a
glittering ceremony in Addis Ababa on Tuesday night.
The
first ever Technology in Government in Africa (TIGA)
awards were handed out by the main sponsors of the
event, the UN Economic Commission for Africa and the
Canadian government, in recognition of achievements
that have led to changes at national, regional or
provincial level. more...
TIGA Awards aim to recognise the work of
African Governments in the effective use of ICTs for
public services delivery for improving the provision
of better services to citizens, civil society organizations,
and the private sector in an efficient, transparent,
and effective manner.
This
portal will host and feature the winning entries as
well as other best practices in the use of ICTs for
Government services in Africa.
The deadline for the 2007 Technology in Governments
in Africa (TIGA) Awards is 28th February 2007.
Entries can be made in the following categories:
1. Public service delivery to citizens/communities
This award recognizes outstanding achievements by
organisations or teams in developing and implementing
innovative projects to improve online government service
delivery (such as service application forms, tax payments,
revenue collection, birth & death registration,
government service delivery using other forms of eServices,
etc.); with a specific focus on citizens/communities
or businesses as clients of government. This also
includes access to feedback mechanisms to public services
by disadvantaged groups.
2. Improved health services through the use of
ICTs
This award recognizes outstanding achievements by
organisations or teams in developing and implementing
innovative projects to improve online as well as Government
eServices using other forms of health service delivery;
with a specific focus on citizens/communities as clients
of government (such as improved healthcare delivery,
increased access, remote access, etc). This includes
the use of ICTs for the provision of feedback on Government
services, as well as ‘hotlines’.
3. Improved educational services through the use
of ICTs
This award recognizes outstanding achievements by
organisations or teams in developing and implementing
innovative projects to improve online as well as Government
eServices using other forms of education service delivery;
Specific examples include using ICTs for innovation
in learning and teaching for citizens and communities
as well as the provision of e-administration in the
delivery of education services.
4. Public Private Partnership (PPP) in economic
and financial eServices delivery
This award recognizes outstanding achievements by
private and public organisations or teams in developing
and implementing innovative projects to improve financial/bsuiness
service delivery (such as customs, banking, insurance,
trade facilitation, etc.), with a specific focus on
the business community as clients of government. This
includes initiatives that reduce time and expense
for SME businesses and their dealings with government,
as well as services that can bring efficiency benefits
to businesses with new opportunities to explore new
markets.
All Prizes will be under three levels/sub-categories:
national, provincial/regional, and local.
JUDGING
A Panel of Judges is composed of leading African experts
with sound knowledge and experiences in the use of ICTs
in government services in Africa and elsewhere will
be presiding over the selection and review process.
Judging will be based on the entries for the stated
categories, and winners will be those, who in the opinion
of the Judges have made a significant contribution to:
Government effectiveness in terms of reducing costs
Effective delivery of public services and improved
accessibility to citizens
Fostering local talent and creating synergies between
the private and public sectors
CONDITIONS
FOR ENTRY
1.
Conditions governing the Awards:
ECA and CePRC have the right to reproduce and transmit
in any media, for non-commercial purposes, the work
that has been selected. ECA and CePRC have the right
to cancel the Awards at any time, when the selected
entities and organisations are found ineligible or don’t
fulfil the criteria laid down for the award.
The decision of the judges shall be final.
Members of the Panel of Judges for the Award and members
of the sponsoring institutions shall not be eligible
to submit an entry.
2. Criteria for entries:
Applicants are required to submit a full description
of the project under each category entered. In addition,
a dully-completed application form should accompany
all entries. The project description should clearly
illustrate the benefits to Government clients of the
category entered based on the selection criteria including
Government effectiveness in terms of reducing costs,
effective delivery of public services and improved accessibility
to citizens, and fostering local talent and creating
synergies between the private and public sectors.
Application forms and description of the project should
be in English or French. Though the projects/initiatives
can be in any language including local languages, the
submissions should be translated into English or French.
Entries that do not address projects in Africa and undertaken
by non-local organisations are ineligible.
3. Submission of Entries:
A FULLY COMPLETED FORM WITH A FULL DESCIPTION OF
THE PROJECT MUST ACCOMPANY EACH SUBMISSION; OTHERWISE
THE ENTRY WILL BE DISQUALIFIED.
All entries in a language other than French and English
must have translation and/or transcription included
in the submission.

4. Winners:
The winners will be selected from entries, which in
the opinion of the Judges make a significant contribution
to Government effectiveness, effective delivery of public
services and improved accessibility to citizens in particular
addressing MDGs and poverty reduction, and supporting
local/indigenous capacities and creating synergies between
the private and public sectors.
The selection will be followed by an official notification
from the ECA and CePRC for each category and sub-category.
The winning entries will be disseminated internationally
and honoured at the 2007 TIGA AWARDS Ceremony to be
held in April 2007 in Addis Ababa,
Ethiopia.
