Monitoring and Evaluation Programme of the African Plan of Action To Accelerate the Implementation of the Dakar and Beijing Platforms for Action 2000-2004

The overall goal of the monitoring and evaluation programme is to promote and advocate for the integration of a gender dimension into national development policies, plans and programmes, with the aim of contributing towards policy adjustments and strategies, that will accelerate the achievement of gender equality and sustainable development. Specifically, the programme aims at:

· Strengthening the commitment of member states to the implementation of the PFA;

· Building the capacity of member states to mainstream the objectives of the Platforms in their national development policies and programmes;

· Strengthening the capacity of member states to appraise, evaluate and report the progress made at the national, regional and global levels; and

· Laying the ground work for impact assessment of gender mainstreaming on the status of women.

The M & E programme will focus on the performance of governments in relation to their commitments, as reflected by political will and the existence of viable mechanisms to co-ordinate and monitor how governments implement their commitments. In this regard, the M&E process will be centered on the following key areas:

· National gender policy for engendering national development policies, plans and programmes, with emphasis on its scope, contents and process of implementation.

· Institutional mechanisms put in place to facilitate the implementation of national gender policy, emphasizing on:

· Co-ordination mechanisms for ensuring gender mainstreaming in all sectors at all levels (national, provincial and local), and among the civil society organizations. Specific focus will be on, among others: mandate; location; financial and human resources allocated; and functioning modalities.

· Accountability mechanisms to examine government's performance with regard to integration of gender dimensions into development policies, programmes and actions. Specific focus will be on, among others: their mandate, powers and functioning modalities; and

· Mechanisms set up for capacity building in order to facilitate the implementation of gender policy, focusing on:

· Financial and human resources allocated for its implementation; and

· Structure and quality of training programmes established to provide the requisite analysis and gender planning.

The documents so far prepared for the Monitoring and Evaluation Programme consist of the following:

· A Monitoring and Evaluation Tool Kit with indicators for monitoring and evaluating the selected areas mentioned above (plus a Companion Manual)

· Modalities for Implementing the M & E Programme

· Programme for Capacity Building for the Implementation of the M & E Programme

The above documents will be reviewed and validated by an Ad Hoc Expert Group in November 2001.The Committee on Women and Development will be introduced to the programme in general during the November meeting and the above items will be presented for approval.

The training will be conducted between January-April 2002 - 6 workshops in English and 7 in French for approximately 375 people from 53 African countries representing Ministries Responsible for Gender, Trade and Industry, Finance, Planning, Agriculture and Health.
